Giữa lúc chính sách thuế mới của Mỹ chuẩn bị có hiệu lực, Tổng thống Mỹ Donald Trump tiếp tục leo thang căng thẳng thương mại với Trung Quốc bằng lời đe dọa áp thuế bổ sung nếu Bắc Kinh không nhượng bộ. Trong khi đó, ông Trump cũng mở cửa đàm phán với các quốc gia khác, báo hiệu sự thay đổi mạnh mẽ trong chính sách thương mại toàn cầu.
Ông Trump tiếp tục đe dọa Trung Quốc bằng mức thuế mới
Tổng thống Donald Trump tuyên bố sẽ áp thêm mức thuế 50% đối với hàng hóa Trung Quốc nếu nước này không rút lại mức thuế 34% mà Bắc Kinh vừa tăng, điều ông gọi là “lạm dụng thương mại kéo dài”. Hạn chót để Trung Quốc hành động là ngày 8/4/2025, nếu không, thuế bổ sung sẽ có hiệu lực ngay ngày hôm sau, 9/4.
Không dừng lại ở đó, ông Trump còn cho biết sẽ hủy toàn bộ các cuộc đàm phán đã được Trung Quốc đề xuất nếu yêu cầu của Mỹ không được đáp ứng. Ngược lại, Mỹ sẽ bắt đầu đàm phán ngay lập tức với các nước khác cũng đang chờ gặp mặt.
Theo ông Trump, mục tiêu cuối cùng là đạt được những “thỏa thuận công bằng và tốt đẹp” với từng quốc gia. Nếu không thể, Mỹ sẽ chấm dứt quan hệ thương mại với họ. Phát biểu tại Nhà Trắng, ông khẳng định: “Chúng tôi không muốn có thâm hụt thương mại với bất kỳ ai. Với tôi, thâm hụt là một sự thua thiệt.”
Hôm 2/4, Tổng thống Trump công bố mức thuế chung 10% với tất cả hàng hóa nhập khẩu vào Mỹ. Ngoài ra, ông còn áp thêm thuế đối với hàng hóa đến từ 185 quốc gia mà ông gọi là “vi phạm nghiêm trọng nhất” về thương mại không công bằng. Các mức thuế này sẽ bắt đầu có hiệu lực vào ngày 9/4.
Ngay trong sáng thứ Bảy, cơ quan hải quan Mỹ đã bắt đầu thu thuế nhập khẩu 10% đối với hàng hóa từ nhiều nước. Động thái này diễn ra sau khi thị trường chứng khoán Mỹ trải qua tuần tồi tệ nhất kể từ năm 2020.
Với quy mô và phạm vi áp dụng rộng khắp, đây được xem là một trong những động thái thương mại lớn nhất trong lịch sử nước Mỹ hiện đại.
Phản ứng trước chính sách của Mỹ, nhiều nước đang cân nhắc đối sách phù hợp, trong khi các doanh nghiệp bắt đầu thích nghi bằng cách tăng giá bán để bù đắp chi phí nhập khẩu tăng.
Canada đã công bố áp thuế mới đối với một số loại xe nhập khẩu từ Mỹ. Trung Quốc cũng không ngồi yên: nước này tuyên bố sẽ đáp trả bằng loạt biện pháp thương mại từ ngày 10/4, trong đó có việc áp thuế 34% đối với hàng hóa Mỹ.
Liên minh châu Âu (EU) đang chuẩn bị các biện pháp đáp trả ban đầu. Theo chính sách thuế mới của Mỹ, hàng hóa từ 27 nước EU sẽ chịu mức thuế 20%, và khoảng 70% lượng hàng xuất khẩu từ EU sang Mỹ bị ảnh hưởng.
Elon Musk và các cố vấn nói gì về chiến tranh thương mại?
Phản ứng với tình hình leo thang căng thẳng, Elon Musk – CEO Tesla và cũng là cố vấn của ông Trump – đã kêu gọi Mỹ và châu Âu hướng đến một mô hình thương mại không thuế, theo ông là lý tưởng nhất cho cả hai bên.
Trong khi đó, bà Kelly Ann Shaw – cựu cố vấn thương mại Nhà Trắng và hiện là luật sư thương mại – cho biết với Reuters rằng đây là “hành động thương mại lớn nhất trong đời của chúng ta”.
Điều này cho thấy mức độ nghiêm trọng và hệ quả sâu rộng mà chính sách thuế của ông Trump có thể gây ra, không chỉ với Mỹ và Trung Quốc mà với toàn bộ trật tự thương mại toàn cầu.
Chính sách thuế diện rộng của ông Trump đang khiến thị trường toàn cầu biến động mạnh và tạo ra làn sóng lo ngại về một cuộc chiến thương mại toàn diện. Trong ngắn hạn, nó đẩy giá hàng hóa tăng, ảnh hưởng đến túi tiền người tiêu dùng Mỹ và tạo áp lực lên doanh nghiệp.
Về lâu dài, các hành động trả đũa giữa các nước có thể làm suy yếu chuỗi cung ứng toàn cầu, gia tăng căng thẳng chính trị và dẫn đến các cuộc khủng hoảng kinh tế nếu không được kiểm soát.
Dù ông Trump khẳng định muốn “cân bằng cán cân thương mại” và tạo lợi thế cho Mỹ, nhưng nhiều chuyên gia cảnh báo việc sử dụng thuế quan như một công cụ chiến lược có thể phản tác dụng, đặc biệt trong bối cảnh toàn cầu hóa kinh tế.
